Vancouver has once again bested Calgary to claim the top spot as North America’s most livable city, according to The Economist Intelligence Unit’s (EIU) 2025 Global Livability Index. This annual assessment ranks 173 cities worldwide based on various factors including healthcare, education, stability, infrastructure, and environment.
Vancouver, which was previously outranked by Calgary in 2024, has now earned the distinction of having the highest quality of life across North America.
Globally, Vancouver secured the 10th position with a score of 95.8 points. This marks a slight dip from its fifth-place ranking last year, where it was tied with Sydney, Australia. While Sydney maintained its score of 96.6 points from the previous year, Vancouver’s score decreased by 0.8 points. Cities such as Melbourne, Australia, and Osaka, Japan, currently hold higher global rankings than Vancouver.
At the very top of the global index, Western European cities continue to dominate. Copenhagen, Denmark, reclaimed its crown as “the most comfortable city to live in,” unseating last year’s winner, Vienna, Austria. Denmark’s capital earned an impressive overall score of 98, impressing the jury with high marks in stability, education, and infrastructure. Although Vienna scored higher in healthcare, its overall score was 0.9 points lower than Copenhagen’s. Zurich, Switzerland, secured the bronze medal, coming in third place globally.
Meanwhile, Calgary experienced a significant drop in its ranking, falling from fifth place in 2024 to 18th in this year’s assessment. The EIU index results indicate that the primary reason for both Calgary’s decline and Vancouver’s reduced total point count is a declining healthcare score for the cities.
