Vancouver Mayor Ken Sim’s ABC majority on council approved the “zero-means-zero” budget on Tuesday.
All seven ABC councillors voted in favour of the contentious budget, while all four opposition councillors voted against it. The plan’s central feature is a freeze on property tax increases for 2026.
However, utility fees — including water, sewer and garbage — will rise by an average of more than four per cent. Sim and the ABC majority say the budget will “ease the burden on taxpayers.”
Critics argue the opposite, warning that the plan will trigger layoffs across multiple city departments. Unions estimate that roughly 400 full-time positions could be cut.
