U.S. President Donald Trump signed an executive order on Thursday to raise tariffs on Canadian goods from 25% to 35%, according to a statement from the White House.
The higher tariff rate will take effect on August 1.
“In light of Canada’s ongoing inaction and retaliatory measures, President Trump has determined that increasing the tariff to 35% is necessary to address the current emergency,” the White House said.
President Trump also told reporters on Thursday that he has not “spoken to Canada” as the tariff deadline approaches. However, he mentioned that “he’s called,” possibly referring to Prime Minister Mark Carney reaching out in the hours leading up to the tariff hike. The Canadian Press has contacted Carney’s office for confirmation but has not yet received a response.
Earlier Thursday morning, Trump cast doubt on reaching a deal with Canada in a social media post, saying negotiations would be difficult following Canada’s announcement that it intends to recognize a Palestinian state.
“I didn’t like that,” Trump said during a press conference at the White House, “but it’s not a deal-breaker.”
When questioned about the stalled talks with Canada, Trump said, “they have to pay a fair rate.” He also criticized Canada’s agricultural tariffs, military spending, and claimed that the country has mistreated the U.S. for years.
Commerce Secretary Howard Lutnick told Fox Business Network that Carney’s move to recognize Palestine was “tone-deaf” and that President Trump isn’t likely to back down. Lutnick added that Canada still hasn’t resolved trade issues around dairy and continues to enforce retaliatory tariffs.
He suggested that if Carney were to call Trump, ease the retaliatory measures, and “stop the silliness,” then Trump might consider softening the tariff stance.
