Immigration Minister Lena Diab has announced that the federal government will hold consultations this summer to review its immigration levels plan and assess the long-term viability of the student visa system.

In an interview with University Affairs, Diab said the annual consultations will involve discussions with provinces, university officials, and students.

A spokesperson for Immigration, Refugees and Citizenship Canada stated that the government expects post-secondary institutions to admit only as many students as they can “reasonably support,” including providing housing and essential services.

Meanwhile, post-secondary institutions across Canada are facing budget deficits, leading to staff layoffs and program cuts, partly due to declining international student enrollment.

Last year, the government introduced a cap on study permit applications and announced a phased reduction in student visa numbers.

Conservative immigration critic Michelle Rempel Garner has called for an “immediate and significant” cut in student visas, citing high youth unemployment and the ongoing housing crisis.

In May, Statistics Canada reported that the unemployment rate among returning students had reached 20 per cent—a three-point increase from the previous year.
