Surrey Police appeal for victims in child exploitation investigation

Surrey Police Service (SPS) and RCMP Surrey Provincial Operations Support Unit  are seeking information on additional victims in a child exploitation investigation that has led to two arrests. the case, initiated in 2024, involves suspected offences related to child sexual abuse material. 

In October 2024, Surrey RCMP Special Victims Unit (SVU) launched an investigation into alleged offences occurring between 2021 and 2024. A man and a woman were later identified as suspects and have now been arrested and charged with multiple offences. 

On December 10, 2025, the BC Prosecution Service approved charges against 28-year-old Carter Cooke and 21-year-old Tkhu Khyonh “Mika” Nhuien. The investigation remains ongoing, and police believe there may be additional victims. Photos of the accused have been released to encourage potential victims, witnesses, or anyone with information to come forward. 

Charges for 28-year-old Carter Cooke include: 

Possession of child pornography (Criminal Code s. 163.1(4)) 

Accessing child pornography (Criminal Code s. 163.1(4.1)) 

Distribution of child pornography (Criminal Code s. 163.1(3)) – four counts 

Sexual interference of a person under 16 (Criminal Code s. 151) – three counts 

Luring a child under 18 (Criminal Code s. 172.1(1)(a)) – two counts 

Making child pornography (Criminal Code s. 163.1(2)) – three counts 

Charges for 21-year-old Tkhu Khyonh “Mika” Nhuien include: 

Sexual interference of a person under 16 (Criminal Code s. 151) – three counts 

Luring a child under 18 (Criminal Code s. 172.1(1)(a)) – two counts 

Making child pornography (Criminal Code s. 163.1(2)) – three counts
