Surrey council approves multi-million dollars infrastructure, safety contracts

Surrey City Council has given the green light to several significant contracts, totaling over $20 million, for infrastructure upgrades and public safety enhancements. The approvals, made without debate on Monday, July 28, include major road improvements, new protective gear for firefighters, and renovations to the Surrey Police Service headquarters.

Significant Investment in Road Infrastructure
The council approved an almost $16 million construction contract for street improvements on 192 Street between 16 Avenue and 28 Avenue. This includes preloading for the 72 Avenue extension between 152 Street and Bear Creek.

Scott Neuman, Surrey’s general manager of engineering, recommended that B&B Heavy Civil Construction Ltd. be awarded $15.89 million for the work, with a spending limit set at $17.48 million.

Additionally, Neuman also recommended a $249,740 contract for Aplin Martin Consultants Ltd. to provide engineering construction services related to the preloading for the first phase of the 72 Avenue extension, with a spending limit of $274,000.

Neuman noted that a detailed design for the 72 Avenue extension between 152 Street and Highway 15 is currently underway. This design aims to include two travel lanes in each direction, improved agricultural ditches, and wide road shoulders to accommodate oversized farm vehicles without impeding other traffic.

Firefighters to Receive New Protective Gear
In a boost for public safety personnel, the council also approved contracts exceeding $2.2 million for protective gear for the city’s firefighters. Fire Chief Larry Thomas recommended that Associated Fire Safety Group Inc. be awarded $2.2 million for a three-year agreement, effective from the remainder of 2025 until August 31, 2028. The spending limit for this contract is $2.6 million, ensuring Surrey Fire Services can order products “as and when required” to keep its 440 firefighters properly equipped with turnout coats and pants.

SPS Headquarters to Get Skylight Upgrades
Furthermore, Surrey Council voted to award The Restorers Group Inc. a $1.89 million contract to replace the skylights at the Surrey Police Service (SPS) headquarters in Newton. The spending limit for this project is set at $2 million. Joey Brar, Surrey’s general manager of Corporate Services, noted in his report to council that the contract also includes related vertical curtain wall glazing at the headquarters.
