Removing change tables, from some Vancouver washrooms pitched in search for budget efficiencies

Removing change tables and hygiene dispensers from certain public washrooms in Vancouver is among the cost-cutting measures included in the city’s proposed budget, which aims to achieve a zero per cent property tax increase. 

City staff presented the draft budget on Wednesday during a council meeting expected to span several days, as a record 639 people have registered to speak on the plan. 

Several departments are facing reductions, including Real Estate, Environment and Facilities Management, which is slated for a 13 per cent cut—about $4.9 million—from its $39.3 million budget. This department oversees major capital projects such as social housing, schools, and community centres, as well as the regular upkeep of civic facilities. 

According to the presentation, the cuts will mean reduced maintenance capacity and slower responses to issues like vandalism and repairs. 

Armin Amrolia, the department’s general manager, explained that some potential savings could come from removing baby change tables in washrooms located in high-vandalism areas—items that are costly and time-consuming to replace. She also mentioned the possible removal of hygiene product dispensers in similarly affected locations. 

Amrolia added that the city plans to phase out on-demand maintenance and shift toward a more scheduled approach.
