On February 15 at approximately 1:45 p.m., the New Westminster Police Department responded to a 9-1-1 call from a passerby who was helping a distressed elderly woman.
Officers attended the 1200 block of Dan Lee Avenue, where the 90-year-old victim said she had been walking when an unknown man approached her. The suspect forcibly removed jewelry from her arm, causing injury, and pushed her to the ground. Police assisted the woman and canvassed the area for CCTV footage.
Sgt. Andrew Leaver described the video as disturbing, noting that a grown man used his size and strength against a 90-year-old woman, calling the act disgraceful and cowardly.
The suspect is described as about 5’11” tall with a heavy build, weighing roughly 260 pounds. He was wearing a beige hooded sweatshirt, grey pants, black shoes with white soles, and a surgical mask.
Meanwhile, Richmond RCMP are alerting the public to a rise in distraction-style thefts reported between December 2025 and early February 2026. Thirteen incidents have been recorded in Richmond, with a noticeable increase starting in late January.
In these cases, suspects approach victims — often seniors walking alone — in public places such as neighbourhood streets or roadsides. They use distraction tactics like asking for directions, pretending to know the victim, offering jewelry as a gift, or sharing emotional stories. Some suspects initiate physical contact, such as placing jewelry on victims, holding their hands, or hugging them. Victims later discover their jewelry has been stolen, swapped, or damaged.
Although not every encounter resulted in theft, police say the behaviour matches known distraction theft patterns across the region. Victims in Richmond have ranged in age from 62 to 92.
