OPP seizes $8 million worth of cannabis in multi-province investigation

A months-long investigation across multiple provinces has resulted in the seizure of $8 million worth of illegal cannabis and charges against five people from the Greater Toronto Area, the Ontario Provincial Police announced Friday. 

Police say they confiscated over 750 pounds of dried cannabis, nearly 30,000 cannabis plants, large amounts of edibles and vape products, 400 cartons of contraband tobacco, 30 grams of suspected cocaine, and $4,500 in cash. 

The investigation, which ran from October 2024 to July 2025, targeted a network allegedly producing and distributing illegal cannabis in Ontario and shipping it to New Brunswick, Quebec, and Nova Scotia. During the operation, OPP units executed five search warrants in Etobicoke, Ohsweken, Scarborough, Brantford, and an illegal grow operation in Binbrook. 

Five individuals from the GTA now face a total of 18 charges: Wei Chen (54) of Brantford, Ji Ye Yin (59) of Scarborough, Patrick Muhire (32) of Brantford, Xiao Li Jiang (52) of Scarborough, and Terry Chan (41) of Markham. 

The investigation—called Project SHORT—was carried out in partnership with the OPP’s Provincial Joint Forces Cannabis Enforcement Team, the Department of Justice and Public Safety New Brunswick, and the Financial Transactions and Reports Analysis Centre of Canada, which provided financial intelligence.
