SURREY, BC – Many new drivers in British Columbia, currently holding ‘N’ licenses, are weighing their options: should they pursue their full Class 5 license now, or wait until significant changes to ICBC’s licensing program take effect in 2026?
The provincial government introduced legislation in April aimed at streamlining ICBC’s Graduated Driver Licensing program. A key proposal is the elimination of the second road test. Instead, drivers eligible to upgrade to a Class 5 license will enter a new 12-month restricted period, during which they must demonstrate safe driving behavior.
These new rules are expected to be implemented early next year. The upcoming shift has prompted considerable discussion among novice drivers, with many debating whether to obtain their full license under the current system or postpone it to benefit from the revised regulations.
