Several explosions were heard in Doha, the capital of Qatar, on Tuesday after the Israeli military confirmed it targeted senior Hamas leaders there.

The Israeli military and security agency, ISA, released a statement saying they conducted a “precise strike” against the top leadership of Hamas, including its chief negotiator, Khalil al-Hayya. According to Hamas sources, the group’s negotiating team, including al-Hayya, survived the attack. However, Hamas has stated that six people were killed in the strike, including al-Hayya’s son and a Qatari security officer.

Israel said the strike was a response to a recent shooting in Jerusalem that killed six people, as well as an attack that killed four Israeli soldiers in Gaza. Israeli Prime Minister Benjamin Netanyahu stated that Israel “initiated it, conducted it, and takes full responsibility.”

The attack took place as Hamas leaders were in Doha considering a new U.S.-drafted ceasefire proposal for Gaza. The strike has drawn widespread condemnation and is seen as a major escalation that could derail ongoing peace negotiations.

Qatar immediately condemned the attack as “cowardly” and a “flagrant violation of all international laws and norms.” Qatari officials stated they will not tolerate such behavior.

The United Nations Secretary-General, Antonio Guterres, also condemned the Israeli strike, calling it a “flagrant violation of the sovereignty and territorial integrity of Qatar.” He urged all sides to work towards a permanent ceasefire, not destroy the prospects for one.
