Immigration minister says universities facing financial strain should seek provincial support

Canada’s immigration minister, Lena Diab, says universities and colleges struggling financially after federal cuts to the international student program will need to turn to provincial governments for assistance. 

Speaking in Halifax on Friday, Diab noted that the number of international students in Canada fell from over one million at the start of 2024 to around 700,000 by November 2025. She said the surge of newcomers after the pandemic, including international students, placed heavy pressure on housing, health care, and other services, but the government is now working to achieve a balance. 

Diab acknowledged the sector’s concerns but emphasized that it is the responsibility of provincial governments to provide any needed financial support.
