Former environment minister resigns from Carney’s cabinet

Steven Guilbeault has resigned from Prime Minister Mark Carney’s cabinet, saying he cannot support the federal Liberal government’s new energy agreement with Alberta. 

His abrupt exit comes just hours after Carney signed a memorandum of understanding with Alberta that paves the way for closer cooperation on major energy initiatives, including a new pipeline and carbon-capture projects. 

In a detailed statement posted online, Guilbeault said he informed the prime minister of his decision earlier in the day, adding that he is also stepping down from his influential role as Carney’s Quebec lieutenant. 

Guilbeault said that while he respects the prime minister’s intentions, he remains “someone for whom environmental issues must stay front and centre.” 

“For that reason, I strongly oppose the memorandum of understanding between the federal government and Alberta,” he wrote, calling his decision “deeply sad.” 

Since March, Guilbeault has served as minister of Canadian identity and culture, and since May, as minister of official languages. Under former prime minister Justin Trudeau, he held several cabinet roles, including minister of environment and climate change. 

First elected in 2019 to represent the Montreal riding of Laurier–Sainte-Marie, Guilbeault plans to remain a Liberal MP and continue participating in caucus. 

In January, he endorsed Carney for Liberal leader, calling him the “right person” to strengthen the economy while tackling climate change—praise that once marked him as one of Carney’s most influential environmental allies.
