CSIS report alleges India, Iran using crime groups to target opponents in Canada

Foreign governments are reportedly employing organized crime networks to pursue political opponents within Canada, according to the Canadian Security Intelligence Service (CSIS).

This concerning trend was highlighted in the intelligence agency’s annual report released on Wednesday.

CSIS revealed it has detected “a concerning trend of states leveraging organized crime networks to conduct threat activity.” The report states that underworld syndicates are being tasked with carrying out “transnational repression of legitimate speech in Canada, among other malign activities.”

The report cited specific examples, including Iran’s intelligence service allegedly hiring outlaw biker gang members to commit a killing. It also pointed to India’s alleged connections to gang violence within Canada.

Furthermore, the CSIS report noted that the RCMP possesses evidence linking Indian government agents to “criminal networks to sow violent activity in South Asian communities in Canada.” The document specifically called out the Indian government’s alleged role in the murder of Hardeep Singh Nijjar in Surrey, B.C., stating that it “signals a significant escalation in India’s repression efforts.”

On Tuesday, amid rising concern regarding extortion threats B.C. Premier David Eby had announced he is writing to the Prime Minister mark Carney to request that the India-based Lawrence Bishnoi gang be added to Canada’s list of terrorist entities. 

The report was publicly released the day after the G7 summit in Kananaskis, Alta., wrapped up. Indian Prime Minister Narendra Modi was a guest at the event, where both countries agreed to appoint new high commissioners.
