The civil liberties advocates are raising alarms that the Canadian government’s proposed Strong Borders Act (Bill C-2) could enable the Immigration Department to share personal information from visa and passport applications with police, border forces, and even Canada’s spy agency.

The proposed powers within Bill C-2 would also grant the Immigration Minister authority to allow other government departments and agencies to disclose passport and visa information to a “foreign entity.” This broad definition could include foreign border agents, government departments, police, or security services.

Human rights groups voiced concerns on Wednesday that this bill might permit a wide range of personal information from immigration documents to be shared with the Trump administration in the United States. They fear this could assist the U.S. in its crackdown on migrants and its mass deportation program.
