Canada’s population growth rate has reached a virtual standstill, signaling a historic demographic shift for the nation. According to experts and recent data from the Parliamentary Budget Officer, the country is rapidly entering an era where any further population expansion will be entirely dependent on international migration. This marks a significant departure from historical trends and places the federal government’s immigration policy at the heart of the country’s future growth.
The current federal immigration plan suggests that 2026 will likely be the second consecutive year where Canada’s population growth rate remains at or near zero percent. This stagnation follows a period of volatile demographic changes; in 2023, the growth rate surged to 3.1 percent as the country emerged from the COVID-19 pandemic, a figure that significantly overshot the long-term average of 1.1 percent maintained since 1972.
Data released by Statistics Canada illustrates a widening chasm between the two primary sources of population growth. In 2024, Canada welcomed 816,000 temporary and permanent residents, whereas the “natural increase”—the difference between births and deaths—amounted to a mere 34,000 people. This stark imbalance highlights how the traditional internal engine of population growth has nearly exhausted its capacity.
Professor Dan Hiebert of the University of British Columbia predicts that by 2029 or 2030, the natural increase of the Canadian population will reach zero. This transition will leave the nation’s demographic health 100 percent dependent on immigration policies. The shift is even more dramatic when compared to the year 2000, when Canada welcomed 148,000 immigrants alongside a robust natural increase of 110,000 people. Government reports now confirm that by 2032, new arrivals will be the sole source of any population gain.
Professor Hiebert describes this moment as historically unprecedented, noting that the country’s future size is now a direct reflection of government-mandated immigration targets. He emphasized that under this new reality, the population will only grow by the exact number of immigrants the government chooses to admit, removing the natural demographic cushion that existed in previous decades.
