Canada’s federal prison agency took action on 400 staff misconduct cases

The Correctional Service of Canada (CSC), the federal prison agency, has taken disciplinary action in 400 cases of employee errors and misconduct, ranging from sleeping on duty to sexual harassment and excessive use of force.

Out of these 400 cases, 12 resulted in the most severe penalty of dismissal. Reasons for termination included bringing contraband into prisons, workplace sexual harassment, and engaging in non-professional relationships with “individuals with criminal backgrounds.”

These disciplinary measures were revealed in the Correctional Service of Canada’s first annual report, titled “Annual Report on Addressing Wrongdoing and Misconduct,” which covers the 2024-2025 fiscal year (April 2024 to the end of March 2025).

CSC Commissioner Anne Kelly stated in the report, “Breaches of conduct are addressed effectively to ensure fairness and accountability, regardless of position.”

In addition to the 12 dismissals, other disciplinary actions included 72 oral reprimands, 189 written reprimands, 124 suspensions without pay, one financial penalty, and two demotions. The report noted that over 100 other misconduct investigations remained incomplete during the covered period.

The Correctional Service of Canada is the federal agency responsible for managing adult offenders serving sentences of two years or more and is one of Canada’s five largest federal departments, employing 18,902 staff.
