B.C. Premier calls Surrey’s extortion crisis an act of “terrorism”

Premier David Eby has described the ongoing extortion crisis in Surrey and other parts of British Columbia as a form of terrorism. 

So far in 2025, Surrey has experienced 33 extortion-related shootings and 59 other extortion incidents not involving gunfire, as of Thursday (Oct. 9). 

“We worked closely with the federal government to have the Lawrence Bishnoi group designated as a terrorist organization, along with any others involved in these extortion cases, because this is terrorism,” Eby said. “This is an attempt to terrorize and extort money from our communities. Whether it’s one individual or an organized group, it’s absolutely unacceptable.” 

According to Public Safety Canada, the Bishnoi gang is a transnational criminal organization based in India with an established presence in Canada. 

Eby stressed that it was essential to push for the Bishnoi group’s terrorist designation, as the organization is allegedly linked to several extortion-related shootings in Surrey. The federal government officially listed the Bishnoi gang as a terrorist entity in Canada on Sept. 29. 

During an unrelated press conference on Tuesday (Oct. 14), reporters asked Eby how he would respond to residents who feel the government isn’t doing enough to address the crisis—particularly after the Oct. 12 shooting in Whalley that left a woman critically injured. 

“It’s horrifying to think that someone who believed she was safe in her own home was not,” Eby said. “Making sure people feel and are safe in their communities, whether in Surrey or anywhere else in the province, is one of our top priorities.” 

The woman was inside a home in the 13000 block of 103A Avenue when it was shot at. According to Surrey police ,she had been asleep at the time. Police later confirmed on Tuesday (Oct. 14) that the Oct. 12 shooting was connected to the ongoing extortion cases.
