Prime Minister Mark Carney has pledged to finalize an agreement on Alberta’s proposal for a bitumen pipeline to the West Coast by next month, Premier Danielle Smith said Tuesday.

Speaking to reporters on Parliament Hill, Smith said she remains optimistic that “some kind of agreement” can be reached by the time of the Grey Cup on November 16. By then, she expects Carney to provide “a clear indication” regarding the pipeline, the broader energy sector’s carbon neutrality goals, and his plans to revise policies that she believes have created “a climate that is hostile to private investment.”

Carney met with Smith in Ottawa on Monday before departing for Washington, D.C. During a brief photo opportunity, he noted they had “a lot to discuss,” including Canada’s potential to become an energy superpower, and hinted at a “wide range of exciting opportunities,” without giving specifics.

Although the Prime Minister’s Office did not release a statement after the meeting, Smith posted on X that Carney had “reiterated his commitment to reach an agreement.”

When asked whether Carney seemed open to repealing certain environmental policies she opposes—such as the ban on oil tankers off British Columbia’s coast and the emissions cap on oil and gas—Smith said those issues were still “under discussion.”

During the same press conference, Smith also criticized B.C. Premier David Eby for dismissing her latest pipeline funding proposal as “fictional” in a social media video posted Monday, calling his comments “un-Canadian and unconstitutional.”
