Federal government eases temporary foreign worker limits for rural employers

The federal government has announced temporary changes to the Temporary Foreign Worker (TFW) Program to help rural employers facing severe labour shortages. Under the new measures, eligible rural businesses may increase the share of low-wage temporary foreign workers in their workforce from 10% to 15%, if requested by provinces or territories. 

The changes could begin as early as April 1, 2026, and will remain in effect until March 31, 2027. Officials say the program is meant to address short-term labour gaps when Canadians or permanent residents are not available, while maintaining safeguards to ensure Canadians remain first in line for jobs. 

Sector-specific exemptions will remain, including higher caps for health care, construction and food processing, while seasonal industries such as tourism and seafood processing will continue to be exempt from the cap.
