Supreme Court rules Quebec discriminated against refugee claimants over daycare access

The Supreme Court of Canada has ruled that Quebec discriminated against female refugee claimants by denying them access to the province’s subsidized daycare network. The decision, released Friday, marks the third time courts have ruled against the Quebec government on the issue. 

The court found that preventing refugee claimants from accessing low-cost daycare can contribute to their marginalization in society. 

The case involved a woman from the Democratic Republic of Congo who applied for asylum in Canada and received a work permit. Quebec denied subsidized daycare spaces for her three children because provincial rules only allowed access once refugee status had been formally granted by the federal government.
