Proposed amendments to the Motor Vehicle Act would allow ICBC to offer online renewal and replacement of driver’s licences, BC Identification (BCID), and photo BC Services Cards, saving time for residents and reducing in-person wait times.
“Too many people have to take time off work or travel long distances just to renew or replace their ID,” said Attorney General Niki Sharma. “By allowing these straightforward transactions online, we’re making life more convenient, especially for people in rural and remote communities. This is part of our work to modernize government services so they’re easier, faster and more accessible for everyone in British Columbia.”
How it will work
If passed, eligible drivers will be able to use ICBC’s digital portal to:
Replace a lost, damaged, or destroyed driver’s licence
Renew most driver’s licences when no changes to personal information are required
Eligible full B.C. licence holders (Classes 1–8) can renew or replace their licence online. ICBC will also offer online renewals and replacements for stand-alone BCID, stand-alone photo BC Services Cards, and combination Driver’s Licence/BC Services Cards.
Learner (Class 7) licence holders can replace lost or damaged licences online but will still need in-person appointments for renewals that require retesting. Any renewal involving changes to personal information, such as a name or address update, will also require an in-person visit. Detailed eligibility criteria will be set through regulation, with the service expected to launch in 2027.
Modernizing ICBC services
These changes align B.C. with other provinces, including Ontario and Alberta, that already offer online licence renewals. ICBC President and CEO Jason McDaniel said, “Expanding digital options makes it more convenient for customers, particularly those in rural and remote areas, and reflects our commitment to a modern, customer-focused experience.”
Online services are part of ICBC’s 10-year modernization program to expand digital offerings, streamline processes, and upgrade technology. In addition to saving drivers time, the online service will free staff to reduce wait times for in-person appointments like road tests.
Quick facts
In-person appointments will remain available for those who prefer them.
Drivers with outstanding fines, tickets, or remedial program requirements will not be eligible for online renewals.
Additional online driver licensing services are expected in the future.
