A B.C. RCMP officer has been dismissed after a police conduct adjudicator determined his actions were serious enough to warrant removal from the force.
Louise Morel ordered the immediate termination of Coquitlam RCMP Const. Philip Dick on Wednesday, concluding his behaviour constituted discreditable conduct and that he had strayed from the core values expected of an officer.
“Constable Dick took an oath to serve and protect the public,” Morel said, adding that he instead engaged in conduct that degraded members of the public, vulnerable individuals and colleagues.
Dick was one of three officers from the Coquitlam detachment investigated over sexist, racist and harassing messages shared in a Signal group chat, as well as communications sent via police mobile data terminals. He, along with Constables Ian Solven and Mersad Mesbah, had been suspended with pay since 2021 after the allegations surfaced.
Solven was offered the option to resign in December or face termination and is no longer with the RCMP. Mesbah was dismissed last month.
