Metro Vancouver Crime Stoppers has unveiled its annual “least-wanted Valentines” list, featuring five fugitives still at large as Valentine’s Day nears.

The campaign, styled around a heart-shaped chocolate box theme, aims to remind the public that dangerous offenders remain at large and to encourage anonymous tips to aid police in making arrests.

The list includes Omid Mashinchi and Amir Navarchi, wanted in connection with a major Vancouver drug trafficking probe called Project Torque. Mashinchi is also on Canada’s BOLO most-wanted list. Gurkirat Singh, another BOLO-listed suspect, is wanted on a Canada-wide warrant for multiple sexual assault-related offences involving a person under 16.

Also featured are John Norman Mackenzie, who has been unlawfully at large since escaping Mission Institution in 2018 while serving a life sentence for second-degree murder and armed robbery, and Jean-Sebastien Philippe Eric Ferland, wanted for 14 offences including weapons violations, break-and-enter, fraud, and identity theft.

Crime Stoppers said it received a record 5,490 anonymous tips in 2025, resulting in 15 arrests, the seizure of 32 illegal weapons, and recovery of more than $3 million in drugs and stolen property. Tips that lead to an arrest and charge may qualify for rewards of up to $5,000.
