Quebec’s federation representing private physicians has launched a court challenge against a provincial law that requires newly licensed doctors to spend their first five years working in the public health-care system.
The Fédération des médecins en pratique privée du Québec is asking Quebec Superior Court to suspend the measure, arguing it is unjustified and discriminatory. The group is also seeking to have parts of the law struck down.
The legislation, which came into force in April 2025, was introduced to stem the growing number of physicians leaving the public system for private practice. It includes substantial financial penalties for doctors who choose to work privately or leave the province within their first five years of practice.
The federation says the law ultimately harms patients by limiting access to timely medical care and disrupting ongoing treatment relationships with private doctors.
