The City of Vancouver to dismiss dozens of employees after implementing a property tax freeze

The City of Vancouver has informed about 30 non-unionized employees that their positions are being eliminated, according to an email from the city manager.

The announcement follows the city’s decision to freeze property taxes for next year.

City Manager Donny van Dyk described the changes as significant on Thursday, noting, “I know many of us are thinking about our colleagues who are no longer with the organization.”

He added that the city’s leadership team will review staffing and organizational structures to align operations with the 2026 budget, and said more changes are expected early next year.

Van Dyk also said details regarding unionized roles have not yet been finalized, though discussions with unions are underway.

A virtual town hall is scheduled for Dec. 8.

In a statement, the City of Vancouver said layoff notices were issued across several departments, including engineering services.

Last month, unions representing city workers revealed that roughly 400 positions—two-thirds of them unionized—are expected to be cut.

These reductions follow Mayor Ken Sim’s “Zero Means Zero” motion, which instructed staff to find approximately $120 million in savings.
