The Integrated Homicide Investigation Team (IHIT) has identified 26-year-old Jaskaran Birring of Chilliwack as the victim of a targeted fatal shooting that occurred late Thursday night in the Guildford area of Surrey.

The incident unfolded on November 28, 2025, at approximately 11:40 p.m., when frontline officers from the RCMP Surrey Provincial Operations Support Unit (SPOSU) responded to reports of gunfire near the busy intersection of 152nd Street and 104 Avenue.

Upon arrival, officers located a male suffering from critical, life-threatening injuries. Despite immediate efforts by first responders to save the man’s life, he was pronounced dead at the scene.

IHIT has now taken conduct of the investigation and confirmed the victim’s identity as Mr. Birring. According to officials, Mr. Birring had prior contact with police and is believed to have been involved in the local drug trade.

Investigators stated that early indications suggest the homicide was a targeted incident with ties to organized crime in the Lower Mainland. Detectives are currently working diligently to establish the precise circumstances surrounding the killing and to identify all individuals involved.

Further complicating the investigation, a critical piece of evidence surfaced approximately fifteen minutes after the shooting. A white Dodge Ram pickup truck was discovered fully engulfed in flames in the area of 136th Street and 115 Avenue in Surrey. Investigators suspect the vehicle may be linked to the incident.

IHIT is urgently appealing to the public for assistance. They are asking any witnesses who were near the initial shooting scene (152nd Street and 104 Avenue) or the location of the burnt truck (136th Street and 115 Avenue) between 9:00 p.m. and 12:00 a.m. on November 28 to come forward with information or video evidence.
