Statistics Canada disciplines 65 employees over harassment, theft, and other misconduct

Statistics Canada has dismissed 15 employees and disciplined another 50 for various forms of misconduct, including harassment, security breaches, and the theft of government-issued computers and cellphones. 

Seven additional misconduct cases remain under investigation and could lead to disciplinary actions such as termination, written or verbal reprimands, or suspensions lasting from one to 30 days. 

The disciplinary actions were detailed in Statistics Canada’s first-ever Report on Misconduct and Wrongdoing, covering the 2024–25 fiscal year (April 2024 to March 2025). 

The report outlines 21 harassment complaints, including nine cases involving discrimination under the Canadian Human Rights Act, along with two security violations, seven privacy breaches, and 18 cases of misuse of public funds, such as falsified travel claims and time theft. 

It also notes 31 instances of lost or stolen government property, worth a total of $10,222, involving missing cellphones, laptops, tablets, monitors, and docking stations. 

Of the disciplinary measures taken, 15 employees were terminated, 27 received written or verbal reprimands, and 23 were temporarily suspended. 

“At Statistics Canada, we are committed to fostering a culture of trust—one where employees are supported and expected to make ethical, informed decisions that uphold public confidence,” said Chief Statistician André Loranger in the report. “This report aims to promote transparency, strengthen accountability, and reinforce our culture of integrity.”

The creation of these annual misconduct reports was mandated by the federal government in 2024. Other agencies — including Global Affairs Canada, the Public Health Agency of Canada, Environment and Climate Change Canada, and Innovation, Science and Economic Development Canada — have already reported similar disciplinary actions against employees.
