Four men of South Asian origin, wanted for crimes ranging from first-degree murder to child sexual assault, have been placed on the Bolo Program’s newly announced “Top 25 Most Wanted Fugitives” list, underscoring the severity of crimes linked to individuals within the community. The list was launched in Vancouver on Wednesday in partnership with the BC RCMP and 15 other police agencies.
While the number one spot went to Bryan Fuentes Gramajo, wanted for murder with gang ties to British Columbia and Quebec, the presence of four South Asian fugitives highlights a nation-wide hunt for dangerous individuals who, in some cases, are believed to be hiding or operating in the Lower Mainland.
“They could be in any community and we need your eyes and ears to help bring them to justice,” said BC RCMP Commanding Officer Deputy Commissioner Dwayne McDonald, emphasizing the need for public cooperation across the country.
The four men– Noah Singh, Nicholas Singh, Gurkirat Singh and Dharam Dhaliwal– all subject to Canada-wide warrants, are wanted by police services in Ontario and British Columbia.
Fugitives Wanted for Violent Offences

Noah Singh is sought by the Greater Sudbury Police Service in relation to the April 21, 2023 homicide at the Overtime Sports Bar. The 19-year-old faces an extensive list of charges, including:
First Degree Murder (party to the offence)
Conspiracy to Commit Murder
Multiple firearm-related charges, and Utter Threats.
Authorities have cautioned the public to consider Singh dangerous and to avoid approaching him.

Dharam Dhaliwal is wanted by Peel Regional Police for the December 2022 first-degree murder of his former girlfriend, Pawanpreet Kaur, in Mississauga, Ontario. Investigators believe Dhaliwal staged his own suicide to evade capture before the killing. He is considered armed and dangerous and is known to have connections in the Greater Toronto Area, Winnipeg, and critically, the Vancouver/Lower Mainland in British Columbia. Police have also warned that anyone assisting Dhaliwal in evading arrest is liable to an imprisonment for life charge of Accessory to Murder After the Fact.
Wanted in British Columbia
The list also features a local BC man wanted for child-related sexual offences.

Gurkirat Singh, a 26-year-old Delta resident, is wanted on a Canada-wide warrant following an alleged child sexual assault on September 12, 2024. The Delta Police Department’s Vulnerable Sector Unit is actively seeking public assistance to locate Singh to face charges of Sexual Assault, Invitation to Sexual Touching, and Sexual Interference of a Person under 16 years old. He is described as 6’0″ tall and 140 lbs, with a warning that he may have altered his appearance.

Nicholas Singh, a 23-year-old federal offender, is wanted on a Canada-Wide Warrant for breach of parole by the Repeat Offender Parole Enforcement (R.O.P.E.) Squad. He is currently serving a five-year sentence for serious crimes, including:
Discharge of a restricted/prohibited firearm with intent
Robbery involving a restricted/prohibited firearm
Possession of a weapon contrary to a prohibition order.
Singh, who is known to frequent the Greater Toronto Area, is described as a non-white male with a brown complexion, 6’0″ tall, 220 pounds, and has a “bull head” tattoo on his left forearm.
Rewards of up to $100,000 are being offered for information leading to the arrest of the fugitives in the top 5 of the list.
Bolo Program’s Executive Director, Max Langlois, stressed the collective responsibility and said “These dangerous individuals are somewhere, among us, right now… we’re sending the message that we’re on the lookout for them.”
The Bolo Program was launched in May 2018 by the Stephan Crétier Foundation to amplify wanted notices issued by Canadian police services. The full Top 25 list and contact information for the investigating agencies can be found at boloprogram.org.
