Quebec’s new measures targeting retailers over product sustainability and planned obsolescence take effect today.

The provisions, passed by the provincial legislature on October 3, 2023, are part of legislation designed to protect consumers from products deliberately made to have a shorter lifespan and to promote durability, repairability, and maintenance.

Under the new law, it is now illegal in Quebec to sell goods intentionally designed to wear out prematurely. The government says consumers must be given information at the time of purchase about the availability of parts and repair resources to help them make informed choices.

Manufacturers are also required to ensure that spare parts and repair services are offered at reasonable prices and that parts can be installed using commonly available tools.

Additional consumer protection measures also take effect, with retailers and manufacturers who violate the law facing possible fines.

The federal Economic Development and Environment departments held an online consultation on the issue last September, noting that other provinces were exploring similar legislation.
