RBC employee charged with allegedly accessing Mark Carney’s banking information

The RCMP has charged an Ottawa Royal Bank of Canada employee accused of illegally accessing Prime Minister Mark Carney’s banking profile as part of a criminal scheme. 

On Wednesday, police confirmed that 23-year-old Ibrahim El-Hakim faces charges of fraud over $5,000, unauthorized use of a computer, identity theft, and trafficking in identity information. 

Court documents reveal El-Hakim also accessed a banking profile under the name Justin Trudeau, though the RCMP later confirmed it did not belong to the former prime minister. The case was first reported by Journal de Montréal and La Presse

According to an affidavit filed in the investigation, El-Hakim — who joined RBC in 2022 at a branch near Parliament Hill — used the bank’s IT systems to commit fraud and access multiple client accounts without authorization. Much of his activity was captured on video, and he admitted the allegations during an interview with RBC’s internal security team. 

El-Hakim told investigators he had been recruited by someone using the alias “AI WORLD” on the social media app Telegram. At their direction, he said he created fake bank profiles, obtained lines of credit, and accessed customer accounts. The affidavit states he viewed the Carney and Trudeau profiles on June 17. 

He allegedly received $500 for each task, earning about $5,000 in total. The RCMP arrested him on July 10 and released him with conditions. He is scheduled to appear in court next week. 

Police stressed there was no threat to the prime minister’s safety or national security. The allegations have not yet been tested in court. 

RBC confirmed that El-Hakim is no longer employed at the bank.
