City establishes Surrey Extortion Reward Fund and a dedicated tip line with municipal funding

On September 15, 2025, Surrey Police Service (SPS) Chief Constable Norm Lipinski and Surrey Mayor Brenda Locke announced $250,000 in city funding to launch two new initiatives: the Surrey Extortion Reward Fund and the Surrey Extortion Tip Line. These tools are aimed at addressing the ongoing extortion cases in Surrey, along with the shootings, violence, threats, and fear tied to them. 

The $250,000 Reward Fund will provide financial rewards to individuals who supply critical information that leads to charges and convictions against those involved in these crimes. 

Working alongside the fund, the Surrey Extortion Tip Line (236-485-5149) will be staffed by SPS officers daily from 9:00 a.m. to 5:00 p.m., with Punjabi-speaking officers available as needed. The line will serve as a direct channel for investigators to gather evidence and connect with witnesses, supporting arrests, prosecutions, and convictions. 

Chief Constable Lipinski explained that extortion cases are often linked to organized crime groups both inside and outside Canada, making them complex and difficult to resolve. He noted that the new fund and tip line will provide vital support to move investigations forward. 

Mayor Locke emphasized the importance of community involvement, urging anyone with information to step forward: “Everyone has the right to live and work without fear. We need people to come forward before someone gets seriously hurt.” 

The establishment of the reward fund and tip line is a Surrey-specific response to the city’s rising extortion problem, which has been harming business owners and undermining public safety. SPS will also continue collaborating with other law enforcement agencies to tackle broader, multi-jurisdictional extortion challenges.
