Council to vote on Westminster Pier Park revitalization pilot project

NEW WESTMINSTER, BC – New Westminster city councillors are set to vote today on a proposal for a one-year pilot project aimed at revitalizing Westminster Pier Park.

According to a council report, this initiative seeks to “address challenging behaviors and acts of vandalism that are impacting perceptions of public safety” within the park. The proposal includes increasing maintenance standards and deploying park liaison officers.

The report highlights significant damage incurred at the park, stating that between 2024 and 2025, the city covered over $300,000 in damages to washrooms and playground equipment.

The proposed “Activation and Community Re-Engagement” plan for Westminster Pier Park carries an estimated cost of $71,500 for park events, $30,000 for grounds maintenance, and $318,000 to employ park liaison officers and security personnel.

Notably, the report clarifies that the park’s issues are distinct from the city’s broader Crises Response Pilot Project, which focuses on homelessness, substance use, and mental health. “Westminster Pier Park are not directly linked to these crises and require a distinct, focused response to better support the public’s attendance and ongoing enjoyment of the park,” the report states.

If approved, funding for the project will be sourced from the existing budget, reallocations, and vacancy savings. The council meeting is scheduled for 6 p.m. this evening.
