OTTAWA, Canada – Canada’s intelligence agency is cautioning that a small, militant group of Sikhs is using the country as a base to promote, fundraise for, and plan violence in India. This activity is in support of an independent homeland in Punjab, a warning some observers see as a potential shift in policy towards New Delhi.
In its annual report to Parliament in June, the Canadian Security Intelligence Service (CSIS) stated that these homegrown extremists represent only a small faction among Sikhs, who otherwise advocate non-violently for a state they call Khalistan.
The spy agency asserts that the presence of these extremists in Canada “continues to pose a national security threat to Canada and Canadian interests.” This marks the first time CSIS has specifically highlighted Khalistani supporters in its annual report since 2018, though it did not provide specific examples in this instance.
This warning comes as Canada attempts to mend relations with India, which severely strained in September 2023. At that time, then-Prime Minister Justin Trudeau accused New Delhi of involvement in the killing of Sikh activist Hardeep Singh Nijjar. India has consistently denied this allegation.
