Premier Eby wants Lawrence Bishnoi gang to be designated as a terrorist organization

Following another public safety forum in Surrey—organized by affected business owners and community leaders—B.C. Premier David Eby announced he is writing to the Prime Minister to request that the India-based Lawrence Bishnoi gang be added to Canada’s list of terrorist entities. 

“This is a serious step. It grants police important investigative powers. We don’t make this recommendation lightly, but the actions of this gang undermine public trust in our justice system, our democracy, and the safety of our communities,” Eby said. “It’s a very serious issue.” 

Eby pointed out that these extortion threats—some of which have involved shootings and arsons—are happening not only in Surrey but also in other cities like Edmonton and Brampton. Canada’s list of terrorist entities includes both extremist groups such as ISIS and the Taliban, as well as international criminal organizations, including several Mexican drug cartels. 

According to the federal government, being listed as a terrorist entity is not a criminal offence in itself. However, it can lead to the seizure or forfeiture of the group’s assets, and financial institutions are required to report and block access to those assets. 

Eby emphasized that while an RCMP task force is already in place to handle the extortion cases, traditional policing methods may not be enough. “They need additional tools to deal with what is clearly transnational organized crime. This resembles terrorism more than conventional crime,” he said. “The community is frightened, and we must act.”
