Man arrested after “troubling and dangerous incident” in Victoria

Victoria, BC – A man has been arrested and charged following what Victoria police Chief Constable Del Manak described as a “very troubling & dangerous incident” on Saturday morning.

In a post on X, Manak stated that a suspect forced his way into an occupied vehicle, forcibly removing the female driver and yelling at her children to get out of the car, before driving away.

The accused has been identified as 46-year-old Stecy Joseph Luc Baulne, who faces charges of motor vehicle theft, flight from police, and dangerous driving.

The Victoria Police Department initially shared a photo on social media of a man they described as a “person of interest” in the investigation after the vehicle was reported stolen from Hillside Avenue and Shelbourne St. around 9:30 a.m. on Saturday.

In an updated post at 6:40 p.m., Manak confirmed that the suspect, previously identified as the person of interest, had been arrested by West Shore RCMP. Manak commended Victoria Police, Saanich Police, and RCMP for their efforts in apprehending the suspect.
